Because of the watermark on the photo stock, AGFA-Brovira, which was a German photography chemicals company that used this name during and just after the war, and because the inked date is given as 1948 (although it may be hindsight), I am guessing this is my mom (Lydia Oxana Chmilewskyj) and a group of buddies in Germany, probably Bavaria, just before going to the United States. They might be in West Germany, or still in East Germany, it is hard to say (though someone with German background and a good magnifying glass might be able to pin it down). Would love to know who this crowd is. Mom was about sixteen in this shot.
